FZOEU dokumentacija solarna subvencija

FZOEU subvencija za kućne solarne sustave može pokriti do 60% troškova — ali samo ako je dokumentacija kompletna i ispravna. Iz iskustva s više od 300 FZOEU prijava koje smo podnijeli za klijente, znamo točno koja greška najčešće uzrokuje odbijanje ili zahtjev za dopunu. Evo kompletne liste.

Obavezna dokumentacija — checklist

  • Energetski pregled zgrade — izrađen od ovlaštenog energetskog certifikatora, ne stariji od 3 godine na dan predaje zahtjeva. Mora sadržavati energetski razred zgrade i analizu potrošnje.
  • Projekt izvedenog stanja — elektro projekt koji opisuje planirani PV sustav (broj panela, snaga, shema spajanja, lokacija invertera). Mora ga potpisati ovlašteni elektroprojektant (dipl. ing. el.).
  • Vlasnički list / pravo korištenja — ne smije biti stariji od 6 mjeseci. Ako je vlasnik preminuo ili je vlasništvo u sporu, potrebna je posebna punomoć ili rješenje suda.
  • Ponuda certificiranog instalatera — instalater mora biti na listi FZOEU certificiranih izvođača. Ponuda mora sadržavati specifikaciju opreme s modelima i serijskim brojevima, te razdvojene stavke: materijal i rad.
  • Popunjena prijavnica — obrazac s FZOEU portala, ispunjen u cijelosti. Česta greška: nepopunjeno polje "Planirani datum početka radova".
  • Izjava o suglasnosti etažnih vlasnika — samo za višestambene zgrade (stan u zgradi). Moraju pristati svi suvlasnici čija se zajednička površina koristi za postavljanje panela (krov, fasada).
  • OIB broj podnositelja zahtjeva — mora biti isti kao na vlasničkom listu. Ako kupac montira na objekt koji je u vlasništvu supružnika, treba punomoć.

Najčešće greške koje uzrokuju odbijanje

Na temelju gotovo 400 prijava koje smo pratili, evo top-7 grešaka koje uzrokuju vraćanje dokumentacije na dopunu (ili odbijanje):

  1. Energetski pregled stariji od 3 godine. Greška #1. Ako ste certifikat izvadili za potrebe energetske obnove fasade 2021., ne možete ga koristiti za FZOEU 2025.
  2. Instalater nije na listi FZOEU certificiranih. Lista se ažurira dva puta godišnje — uvijek provjerite aktualno stanje na fzoeu.hr.
  3. Ponuda ne razdvaja materijal od rada. FZOEU u nekim slučajevima prihvaća samo troškove materijala (bez PDV-a za obveznike PDV-a) — ako su stavke zbrojene, nemoguće je ovo izračunati.
  4. Vlasnički list na ime roditelja, a prijavnica na dijete. Treba ili promijeniti podnositelja zahtjeva ili pribaviti notarsku punomoć.
  5. Projekt ne sadrži shemu spajanja. Kratki elektro opisi bez sheme nisu prihvatljivi.
  6. Sustav je manji od 3 kWp. Minimalna instalirana snaga je 3 kWp — sustavi od 2,5 kWp automatski se odbijaju.
  7. Radovi su već počeli. FZOEU kategorički zabranjuje početak radova prije pisanog odobrenja. Čak i skidanje starih crijepa smatra se početkom radova.

Rok predaje i postupak

Za javni poziv 2026., rok predaje je 30. travnja 2026. Zahtjevi se predaju isključivo putem e-Fonda portala (efond.fzoeu.hr). Autentifikacija je putem NIAS-a (e-Građani sustav).

Nakon predaje, FZOEU šalje obavijest o primitku unutar 5 radnih dana. Rok za obradu kompletne dokumentacije je 30 radnih dana. Ako dokumentacija nije kompletna, zaprimat ćete poziv na dopunu s rokom od 8 radnih dana.

Dokumentacija za 2026. poziv: što se promijenilo

U usporedbi s pozivom iz 2025., novi poziv donosi dva nova zahtjeva u dokumentaciji:

  • Za sustave s pohranom energije: tehnički list baterije mora biti priložen uz projekt (nije bio obavezan u 2025.)
  • Za sustave veće od 10 kWp: statički proračun krovne konstrukcije od ovlaštenog građevinskog inženjera (novi uvjet od 2026.)

Based on experience with more than 300 FZOEU applications we have submitted for clients, we know exactly which mistake most often causes rejection or a request for supplementation. Here is the complete list.

Required documentation — checklist

  • Building energy audit — prepared by a certified energy auditor, not older than 3 years at the date of application submission. Must include the building's energy class and consumption analysis.
  • As-built project — electrical design describing the planned PV system (number of panels, power, connection diagram, inverter location). Must be signed by a certified electrical engineer (dipl. ing. el.).
  • Land registry extract / right of use — must not be older than 6 months. If the owner is deceased or ownership is disputed, a special power of attorney or court order is required.
  • Quote from a certified installer — the installer must be on the FZOEU list of certified contractors. The quote must contain equipment specification with models and serial numbers, with separate line items for material and labour.
  • Completed application form — form from the FZOEU portal, filled in completely. Common error: "Planned start date of works" field left blank.
  • Declaration of consent from co-owners — only for multi-unit buildings (flat in a block). All co-owners whose shared surfaces are used for panel installation (roof, facade) must agree.
  • Tax ID (OIB) of the applicant — must be the same as on the land registry extract. If the buyer is installing on property owned by a spouse, a power of attorney is needed.

Most common errors causing rejection

Based on nearly 400 applications we have tracked, here are the top 7 errors that cause documentation to be returned for supplementation (or rejected):

  1. Energy audit older than 3 years. Error #1. If you obtained the certificate for a facade renovation in 2021, you cannot use it for the FZOEU 2025 call.
  2. Installer not on the FZOEU certified list. The list is updated twice a year — always check the current status on fzoeu.hr.
  3. Quote doesn't separate material from labour. FZOEU in some cases only accepts material costs (without VAT for VAT-registered entities) — if the items are combined, this is impossible to calculate.
  4. Land registry in parents' name, application by child. Either change the applicant or obtain a notarised power of attorney.
  5. Project doesn't contain a connection diagram. Brief electrical descriptions without a schematic are not acceptable.
  6. System smaller than 3 kWp. Minimum installed power is 3 kWp — 2.5 kWp systems are automatically rejected.
  7. Work has already started. FZOEU categorically prohibits starting work before written approval. Even removing old tiles is considered the start of works.

Submission deadline and process

For the 2026 public call, the submission deadline is April 30, 2026. Applications are submitted exclusively via the e-Fond portal (efond.fzoeu.hr). Authentication is via NIAS (e-Citizens system).

After submission, FZOEU sends an acknowledgement within 5 working days. The deadline for processing complete documentation is 30 working days. If documentation is incomplete, you will receive a request for supplementation with an 8 working day deadline.

Documentation for the 2026 call: what's changed

Compared to the 2025 call, the new call introduces two new documentation requirements:

  • For systems with energy storage: battery technical data sheet must be attached to the project (was not mandatory in 2025)
  • For systems larger than 10 kWp: structural calculation of the roof structure by a certified civil engineer (new requirement from 2026)
